There is Two ways to control fans in dragon center, the "Frozr AI" set and forget kinda thing, or using the custom "Scenario" thing and change fan profiles n stuff that way. With a DC-controlled fan, the fan speed is regulated by the board powering it with lower or higher voltages (say, between 3V and 12V) instead of steady 12V.
